ISIS continues to pose a threat as it continues to inspire and enable foreign fighters and Home-grown Violent Extremists to conduct attacks in the United States as well as strengthening ISIS affiliates world-wide in the wake of their territorial losses in Iraq and Syria.

On March 7, the U.S. government went public with a remarkably precise warning: The U.S. Embassy in Moscow was monitoring unspecified reports that “extremists have imminent plans to target large gatherings in Moscow, to include concerts.” It warned U.S. citizens in Moscow to avoid big events over the next 48 hours.

The September 11 attack and the bombing of the USS Cole in the Yemenese port of Aden in October 2000, as well as the prevention of an apparent attempt by Richard Reid to destroy a Paris-to-Miami flight in December 2001, underscore the range of threats to U.S. interests posed by international terrorism.
